Epic Games, for actually making the sound files. All I did was make a voice pack definition out of them.

There are a few unused voice packs present within the game file that weren't class defined to be voice packs.
This .u file does that, utilizing the already-present sound files to reduce file size to under half a MB.

/System/UnusedVoices.int
Example_AlienMale.wav
Example_MercMale.wav
Example_MercFemale.wav - These sound files are just samplers. You don't need to extract them.
unusedvoices.bmp - This is here to make the filesize larger so it can upload properly. Again, no need to extract it.

Make sure both of these files go into the system directory of UT2k4.
Now, open your UT2004.ini and Ctrl+F EditPackages. Add a new line at the bottom of those, copy and paste this.

EditPackages=UnusedVoices

--INCLUDED VOICES--
Unused Male Alien - An interesting, much more alien-sounding voice pack that was included with the game but never used.
Unused Male Mercenary - Same as above, however this merc's voice is nowhere near as deep as the one in-game. He can be heard in the UT2003 trailer.
Unused Female Mercenary - You get the idea by now.

Some compromises had to be made for some lines that weren't there (For example, he says "Enemy Flag Carrier is Here" when it is actually the ball carrier.)

I adjusted the TransientVolume so that they match the volume of the default voice packs.
